The owners of multifamily dwellings could install submetering equipment or use master metering (RUBS) to allocate the cost of utilities to the residents and charge them additional administration fees for collection and processing of the payments. The terms of the agreement has to be clearly stated in the rental contract or lease agreement. There is a cap on late fees that may be charged.
The companies engaged in installing the metering equipment have to be certified by the Department of Professional and Occupational Regulation.
Billing Service Providers are required to apply and be approved for licenses from a regulatory agency prior to starting the servicing of the client’s billing accounts. This requirement applies to several different areas of the USA. The license has to remain current and valid while doing business in these regions. According to section 55-226.2 of the Code of Virginia, energy submetering equipment, energy allocation equipment, water and sewer submetering equipment, or a ratio utility billing system may be used in a commercial or residential building, manufactured home park, or campground if clearly stated in the rental agreement or lease for the leased premises or dwelling unit.
All energy submetering equipment and energy allocation equipment shall meet the requirements and standards established and enforced by the State Corporation Commission. If energy submetering equipment, water and sewer submetering equipment, or energy allocation equipment is used in any building, manufactured home park, or campground, the owner, manager, or operator of the building, manufactured home park, or campground shall bill the tenant for electricity, natural gas or water and sewer for the same billing period as the utility serving the building or campground, unless the rental agreement or lease expressly provides otherwise.
