Alabama Legal Info
The Utility Services Division of Alabama Public Service Commission is responsible for regulation of natural gas utilities, wireline telecommunications, private water and waste water utilities.
The Utility Services Division consists of an Economic Compliance Group and a Service Compliance Group.
The Service Compliance Group includes the Telecom Services Section and the Consumer Services Section.
The Consumer Services Section is responsible for consumer inquiries and complaints regarding electric service, natural gas, water and sewer services.
The Alabama Public Service Commission is not regulating property owners who do utility billing for their tenants. This includes electricity, gas and trash billing using submeters or Ratio Utility Billing system (RUBs).
Billing Service Providers are required to apply and be approved for licenses from a regulatory agency prior to starting the servicing of the client’s billing accounts. This requirement applies to several different areas of the USA. The license has to remain current and valid while doing business in these regions. The information on this page is deemed to be accurate but updates may occur at any time. Please Contact Multifamily Utility Company with your specific questions about your area of service.
The state of Alabama requires any utility with 100 or more customers to sell water based on metered volume. The only exceptions are temporary service, water used for street sprinkling and sewer flushing (certain conditions apply), water used for public and private fire protection and any other flat rate arrangement that has been approved by the commission.
All meters used by any utility in the state must meet the standards for cold water meters as set forth by the American Water Works Association.
Multifamily Utility, one of the leading utility submetering and billing companies in the state of Alabama, can help you find the best code compliant submetering system for your project.
We work with new developers, managers and property owners to promote water conservation through the use of submeters. By metering all service connections tenants at your various properties will be able to see exactly how much water they use on a monthly basis.
As the property owner you too will be able to see exactly how much water is being used by each tenant and will be able to use that information to work towards better conservation efforts.
Some of the many benefits associated with submetering all water connections include the ability to charge tenants based on actual use, the ability to quickly detect leaks, less administrative work, improved property value, better cash flow and stabilized rent.
